Carthage was founded by the Phoenicians in the ninth century BC and destroyed by Rome in 146 BC, at the end of the Third Punic War. The Romans then built a city on the site, which became one of the most important in the Empire.
That explains what is there: what you see is overwhelmingly Roman, and what remains of Punic Carthage is buried. The Antonine Baths, on the shore, were among the largest in the Roman world. The Punic ports, two basins one of them circular for the war fleet, are now only ponds — but that is where Carthage's naval power was based.
